The court's electronic bulletin board, e-Board, established by the Ministry of Justice in cooperation with the USAID Rule of Law Project has been operationalsince 1 January 2020.
On e-Board, citizens and legal entities can now find all submissions and documents fromenforcementproceedings that have not been successfully delivered to them personally by the court or the public bailiff.
The e-Board has replaced the physical bulletin boards in the courts, which has increased the accountability, transparency and efficiency of the judiciary, while enabling citizens and businesses quick and easy access to the contents of the bulletin boards of courts in one place, i.e. throughthe Internet.
This modern solution enhances the protection of human rights since it enables access for all clients involved in enforcement and security proceedings before the courts of the Republic of Serbia to submissions or documentsrelevant for their rights and obligations in those proceedings which could not be delivered to them personally.
In addition to putting communications on the court's bulletin board and their removal from it, the e-Boardwill also be used to keep a special record of the time an act or a submission or a documentwas posted on the electronic bulletin board and when it was removed from it. Bearing in mind that courts currently lack the ability to maintain these comprehensive and complete records, this functionality will be another enhancement of the courts` work performance, as all information related to the bulletin board delivery will be available in one place, in electronic form. This will directly affect the efficiency and cost-effectiveness of the proceedings, both before the court and before the public bailiffs.
The introduction of e-Board will allow all courts to have a single bulletin board in the future, and citizens to check from a single point of Internet accesswhich submissions or documentsfrom the enforcement proceedings refer to them if they have not been personally delivered to them by mail. In the next stages, upon prior registration, they will also have the opportunity to obtain information via e-mail or text message when the relevant document is displayed on the bulletin board.
