On 22 January 2019, the Ministry of Justice published the first draft of the revised Chapter 23
Action Plan on its website, which initiated the widely inclusive consultative process about this
strategic document. In the accompanying announcement, the Ministry invited all interested
parties to submit their comments and opinions on the draft to the Ministry.
On 6 February, with the support of the EU Delegation to Serbia, the Ministry organised the first
round-table discussion on the subject, where the draft was presented to the representatives of all
relevant domestic institutions, civil society organisations and international institutions.
Considering the civil society’s and the European Commission’s request for an extension of the
deadline for submitting the comments, and the fact that the High Judicial Council and the State
Prosecutorial Council had not held a session in which they could adopt an opinion on the draft,
the Ministry extended the deadline until 22 February 2019.
All comments and opinions submitted to the Ministry of Justice will be considered when the new
revision of the text is being done, the text which will be submitted to the European Commission
for an opinion.
Once the European Commission sends its recommendations for the revised text to
Serbia, the Ministry of Justice will open a public debate in accordance with the Rulebook of the
Government of the Republic of Serbia, where all the relevant institutions and organisations will
have an opportunity to share their views on the draft text and give their own recommendations.
